H.E. Babagana Zulum

Prof. Babagana Umara Zulum CON, FNSE, is an academic, agricultural engineer, and public servant serving as the Executive Governor of Borno State. Educated at the University of Maiduguri and the University of Ibadan, he earned a PhD in Soil and Water Engineering and attained full professorship before entering political leadership, having previously served as Rector of Ramat Polytechnic and Commissioner for Reconstruction, Rehabilitation, and Resettlement. First elected Governor in 2019 and re-elected in 2023, Zulum is nationally acclaimed for his hands-on leadership, crisis management, and governance reforms amid regional security challenges. Conferred with the national honor of Commander of the Order of the Niger (CON), he continues to drive large-scale infrastructure restoration, voluntary IDP resettlement, and multi-sectoral socio-economic development across Borno State.
