About the Policy Commission
Strong education and health systems are vital to economic growth. In recognition of this fact, five of the eight Millennium Development Goals relate to education and health. The quality and quantity of human capital is hugely affected by the type and quality of education, which in turn facilities improved hygienic practices.
The value of health cannot be over-emphasized, healthy practices such as family planning allows an individual to make better nutritional choices, which impacts on human capital productivity and significantly improves areas such as economic growth, poverty eradication, child survival and improved maternal health.
In line with this realization, NESG under the auspices of the Human Development Policy Commission has been in the forefront of providing an enabling environment through conferences, stakeholders' meeting which brings together leaders from the public sector, private sector policy makers, academia, civil society organizations to dialogue on the best ways to scale up human capital and to support Nigeira’s socio-economic development aspirations.

Activities & Upcoming Events
The Policy Commission has been involved in several activities.  The Policy Commission paid a courtesy visit to the former Minister of Education, Dr Oby Ezekwesili,  congratulating her and presenting the PC’s four point action agenda, namely:

  • Improving the morale and standing of teachers
  • Reforming and restructuring of the Ministry of Education to enable the Ministry perform to perform its functions optimally
  • Setting the stage for the effective implementation of UBE
  • Curriculum reform and data collection

The Policy Commission identified these core areas with the belief that if implemented within 3-6 months, there will be an immediate impact and this will set the pace for a long term transformation in the education sector. These initiatives will also increase the country’s ability to meet the Millennium Development Goals and EFA (Education For All) and contribute to the actualization of National Economic Empowerment Development Strategy (NEEDS). However, for each of these 4-point action agenda, the Commission proposed a number of short term initiatives as well as a few long term strategic recommendations.

The Commission and the Ministry of Education organised a Stakeholders’ Meeting on Education’. This took place on Tuesday, September 12, 2006 with Dr. Mrs. Oby Ezekwesili delivering the keynote address, it was also well attended.

The breakout session was divided into four groups: Group A- Curriculum Design & Prospects for Employment; Group B- Vocational & Technical Education and Entrepreneurship Development; Group C- The Role of the Private Sector and Group D- Unity Schools.

At the end of the forum, the stakeholders came up with a road map and action agenda, as follows:

  • Four-Pronged Agenda
    • Establishment of Career Centers
    • Alternative Education
    • Unity Colleges
    • Curriculum Modifications/adaptations

Establishment of Career Centers

  • NESG would encourage members and entire private sector to partner with Universities & Polytechnics
  • Policy Commission would assist members in working on pilot scheme
  • Information Communication Technology should be deployed to assist in the scheme

Alternative Education

  • Policy Document required from FME
    • Standards, certification, curriculum, assessment system etc
  • Legislative support also required to protect stakeholder investment in the venture
  • Kick off scheme! And learn along the process
  • NESG will assist in identifying viable partners and private sector investors

Unity Schools

  • Ownership
    • Model the operation of Unity Schools as Charter Schools
    • PTA groups, faith-based organizations etc
  • Regulation
    • Government to retain oversight functions
    • Define and maintain standards
    • Establish Governing Councils for transparency
  • Perception
    • Arrangement that ensure school is accessible to mass Nigeria
  • Repackaging the schools as stronger brands for take-over

REPORT ON THE MEDIA FORUM
The Policy Commission organized a Media Briefing On Public Private Partnership on Unity Schools on the 22nd of February, 2007. Its major objective was to create a platform for the Ministry of Education to inform the public through the media about its plans for the Unity Schools and its proposed mode of operation as well as give room for fresh ideas and dialogue. In addition, it sought to clear the air on the perceived outright sale of the Unity Schools and to revitalize our education sector. The forum was attended by about sixty (60) persons comprising of the media and members of the private sector.

PRESS CONFERENCE ON GRADUATE RECRUITMENT FAIR
The Commission was actively involved in organizing the Press Conference on Graduate Recruitment Fair in July 2007. It was an initiative of PeoplePrime ran by Mrs Nike De-Souza, a member of the Policy Commission with the support of the Federal Ministry of Education’s Wd. TAP program, LEAP Africa and The Nigerian Economic Summit Group. The fair is aimed at identifying the talents among the unemployed and showcasing them to organizations seeking them.
