About the Policy Commission:
The Agriculture & Food Security Policy Commission is one of the eight Policy Commissions of the Nigerian Economic Summit Group (NESG) which is structured to follow-through Agriculture specific issues and recommendations of the annual Nigerian Economic Summit (NES) to ensure adoption and implementation by the relevant policy implementing agencies and/or stakeholders.

The flagship of this Policy Commission is the Nucleus Estate Initiative (NEI). Members of the Commission believed that one of the ways of solving the numerous problems in the Agricultural sector is by adoption of the NEI. The NEI is a framework/ platform in which symbiotic relationships are developed between small holder farmers and agricultural /food processing companies. The essence is that the companies provide a ready market outlet for the farmers while in turn (the companies); they get a steady supply of raw materials for their processing plants. The NEI is a programme which has been designed to achieve food security as well as enhance the income of small farmer.

Also, the NESG Rice Network which is anchored on the NESG Agriculture and Food Policy Commission, Was formed when market operators, government institutions, NGOs and donors in the rice sector met in May 2007, at an investment roundtable, and unanimously decided that a public-private dialogue (PPD) forum be set up to address constraints inhibiting private sector investments in the sector operators. One of the key objectives of the network is to improve farmers access to vital production resources etc. Overall aim is to create an enabling environment for the business of rice production and processing plus the support services to thrive. The public launch and presentation of the NESG Rice Network was held on the 8th of July 2008 at the Transcorp Hilton Hotel, Abuja.

The Nucleus Estate Initiative Brochure
A one day National Capacity Building Training Programme was conducted for both big operators and small operators in the agricultural sector, as well as the financial sector, on 8th November 2007 at Transcorp Hilton Hotel, Abuja. The objective of the training was to strengthen nucleus estate operators/satellite farmers capacity for informed and profitable business engagement.  It was used as a platform for public presentations of success stories, with the view of encouraging more stakeholders to subscribe to the initiative.

This was a follow - up on NES #12 recommendations that capacity building activities should be organised for the Nucleus Estate farmers, their various satellite farms and the stakeholders in the agriculture sector. In attendance were agribusiness operators, financial sector operators, policy makers, representative from the public sectors and donor agencies.
